Job Summary

This position will lead IIE’s work on the Hubert H. Humphrey Fellowship Program, which enhances leadership among international professionals who collaborate to address local and global challenges and foster change for our collective good.

Through academic study and professional development with U.S. counterparts, Humphrey Fellows are placed in cohorts at US universities and through professional development and academic work share best practices and build expertise in fields of critical importance to advance societal and institutional capacity, promote human rights and freedoms, ensure sustainable environments, and develop thriving communities.

This role is directly responsible for managing the Hubert Humphrey Fellowship Program, a Fulbright Exchange program, funded by the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA). Key duties include overseeing all aspects of the program, ensuring timely submission of deliverables, monitoring the program’s internal budget and expenses, ensuring compliance with the cooperative agreement, and maintaining regular communication with the program sponsor. The role also involves preparing sponsor reports, coordinating project strategy, driving innovation, exploring potential service expansions, and tracking trends and requirements in U.S. universities. Additionally, the individual is expected to address and resolve challenges related to fellows, Humphrey alumni, universities, consultants, US Government foreign Posts and Commissions, and sponsors, including senior-level interactions within ECA and within the Fulbright Foreign Scholarship Board.

Beyond the program’s management, this individual leads an IIE team, fostering collaboration and ensuring alignment with organizational goals. They will play an integral part in advancing IIE’s mission through strategic oversight and leadership.

Essential Functions

  • Develops and implements an annual strategic plan for the Hubert H. Humphrey Fellowship Program agreed upon by the US Department of State, to support foreign Humphrey Fellows and US higher education partners, leadership, and other stakeholders. Recommend corresponding program improvements to counter these challenges. Demonstrate the impact of the program through sustained alumni engagement and effective communication strategies.
  • Supervises, mentors, and trains Humphrey Fellowship team members. Leads regular team meetings to improve team integration and cross-training. Directly manages the senior management of the Humphrey Fellowship team and provides support to them for the management of entire team.
  • Promotes partnership with the Humphrey Program by continuously evaluating existing opportunities and communication strategies and recommending pathways for engagement with Fellows and program stakeholders. Demonstrates understanding of how to design international exchange program that support US government foreign policy goals.
  • Oversees Humphrey host campus networks and liaise with campus leadership to ensure and improve Humphrey program policies and practices while promoting the program worldwide to enhance overall Program outreach.
  • Has direct oversight and authority over all aspects of the Humphrey Fellowship project including primary point of contact with the sponsor (ECA), as well as responsibility for all subrecipient reporting, including programmatic and financial.
  • Continually enhances stakeholder engagement, troubleshoots, manages internal meetings, actively shares knowledge to strengthen IIE, and supports collaboration efforts.
  • Represents the program externally by conducting presentations, attending conferences, and engaging with higher education leadership on the benefit and impact of the Humphrey Program.
  • Monitors the landscape and identifies trends in international higher education and developing country challenges. Presents to Humphrey Program stakeholders including ECA, host campuses, US Embassies, and host affiliation organizations.
  • Build and maintain a network of partners to support Fellows and alumni, including professional affiliation hosts.
  • Stay abreast of international trends and opportunities, particularly in the Humphrey fields such as climate, health, journalism and public policy.
  • Supports IIE’s growth by collaborating with colleagues to improve operational efficiencies, adopt best practices, promote innovation, and further IIE’s mission.

Job Requirements:

Required Education and Work Experience

  • Requires an advanced degree (master's degree in a relevant field) and at least 10 years of related work experience or an equivalent combination of education and experience.

Preferred Education and Work Experience

  • PhD in a relevant field preferred.
  • Twelve (12) years directly related work experience is strongly preferred.


Required Knowledge, Skills and Abilities

  • Experience managing large international scholarship and/or exchange programs.
  • Experience with foreign student advising and managing client emergencies.
  • Ability to work independently, handle a complex and high-touch program group.
  • Ability to monitor and manage a complex scope of work and contract.
  • Ability to motivate a team working on a collaborative project.
  • Understanding of US university international education programs trends and challenges.

Salary Range

$103,308 - $137,389. A candidate’s salary is determined by various factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, internal organizational equity, and geographic region.
