Description Of Job The Work Unit : The Office of Innovations in Planning (OIP) develops innovative strategies to achieve long-term air pollution goals, including ozone attainment and the state’s greenhouse gas reduction targets articulated in the Greenhouse Gas Pollution Reduction RoadMap. This includes identifying and evaluating strategies for pollution reduction and prevention, gathering and analyzing data and information, and transforming those strategies and data into effective, elegant, and practical regulations and policies. To ensure cohesion with existing regulatory initiatives and implementation feasibility of regulatory changes, this Unit collaborates with various other units and programs within the Air Pollution Control Division (the Division). Additionally, it engages directly with a wide range of stakeholders, including the public, community representatives, industry representatives, non-governmental organizations, academic and research institutions, the Air Quality Control Commission, legislative bodies, other divisions and programs within CDPHE, as well as state and federal agencies such as the Energy and Carbon Management Commission, the Colorado Energy Office, and the U.S. Environmental Protection Agency.
What You Will Be Doing The purpose of this position is to assist the OIP Supervisor with duties related to the regulatory development process, assisting both the Data Innovations Unit and the Policy Innovations Unit, and build internal and external stakeholder relationships to facilitate the achievement of individual and team goals. The regulatory development work includes policy research, drafting of regulatory language, stakeholder engagement and outreach efforts, economic impact analysis, policy negotiation and presentation to stakeholders and the Air Quality Control Commission. This position is integral to navigating Colorado’s regulatory and legislative directives, which guide both short-term objectives and long-term goals. This role requires a unique blend of knowledge and expertise to ensure comprehensive regulatory development and implementation across the Division, serving as a liaison between the permitting unit, compliance and enforcement unit and other relevant units within the Division.
Job Duties Air Quality Policy, Legislative and Regulatory Advisor These duties highlight the role’s responsibility in policy research, regulatory language drafting, stakeholder engagement, economic analysis, negotiation, and presentation to regulatory bodies, emphasizing a comprehensive approach to advancing air quality policies and objectives with a focus on oil and gas regulations.
Air Quality Technology and Scientific Innovation These duties encompass responsibilities focused on identifying air emissions data needs, understanding of emission calculation methodologies, conducting basic emissions data analysis, understanding data management processes and staying informed on advancements in emission control and detection technologies. This role plays a critical part in ensuring regulatory compliance, improving air quality and fostering innovations in emissions management practices.
Other Duties As Assigned Attends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

Minimum Qualifications An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience. Experience Only Six (6) years of relevant experience in engineering, environmental science, public policy, law, environmental policy, or other related field.
OR Education And Experience A combination of related education and/or relevant experience in engineering, environmental science, public policy, law, environmental policy, or other related field equal to six (6) years
Preferred Qualifications In addition to the minimum requirements, the successful candidate in this position will have the following experience:
- Environmental science
- Air quality regulation
- Regulatory or legislative experience
- Stakeholder or public engagement
- Facilitation or mediation training or experience
CONDITIONS OF EMPLOYMENT - A pre-employment background check will be conducted as part of the selection process.
- TRAVEL: Two to four times a year, to a ttend stakeholder meetings, conferences, site visits, etc.
