This is a hybrid position, and the ideal candidate will be a San Diego local. We are not sponsoring currently nor are we looking for a 1099 arrangement.
This position manages K-12 District Capital Facilities projects from inception through building occupancy with focus of the overall program and project management process. The position manages projects budgets, coordinates project development constituents, and supervises new construction and remodeling projects for the client by facilitating and reviewing educational specifications and design phases, construction drawings, performing field inspections, supervising the work of contractors and consulting staff, maintaining progress reports and logs, monitoring completions, deadlines and expenditures, and resolving problems..
Responsibilities:
• Manages capital construction projects; supervises and coordinates activities of architects, engineers, contractors, consultants, and others; monitors compliance with plans and specifications; responds to requests for information; administers the change order process; approves payment; and accepts projects as complete.
• Coordinate with District's environmental consultants for testing and sample of materials at pre-construction and during construction, including soil import and export logistics.
• Serves as primary contact with building contractor, architect, and various user groups. Attends construction meetings for all assigned projects.
• Attend plan review meetings with the architect and the Division of State Architects (DSA) in order to obtain approval for construction.
• Performs field work inspections of construction, remodeling and repairs of buildings, mechanical systems, water and sewer systems, and landscape work as to the use and type of materials, quality of workmanship, and for compliance with codes, contract plans, District Facilities Design Standards, and specifications.
• Assists in planning for new construction/remodeling; participates in planning conferences, educational specifications, and design development; provides technical expertise. Serves as liaison with principals, teachers, custodian and maintenance staff, community groups, and other district staff as required.
• Ensures that appropriate district staff, including skilled trades, are involved with facility planning and are kept informed, and involved as appropriate, during construction activities.
• Assists Director of Capital Projects with preparing bids/quotes and soliciting proposals, develops bid documents, assists in evaluating proposals and interpreting contract language, and provides input into the negotiation and development of contracts.
• Reviews plans, specifications, shop drawings, and submittals to determine applicability to existing District standards for materials and equipment; resolves problems.
• Demonstrated skills in written and oral communications.
• Manages multi-year project and construction project budgets; monitors expenditures. Assists with application to state for modernization or new construction to obtain matching funds.
• Establishes and maintains project files to include up-to-date as-built drawings, operations, and maintenance manuals and catalogs provided by contract documents.
• Develops, maintains, and keeps current master sets of working plans and bidding specifications.
• Maintains progress reports and logs of project events and occurrences from field inspections and observations; provides information for investigations or disputes as needed.
• Prepares punch lists of work to be done by contractors, to interface with architect's punch list; maintains up-to-date surveillance of punch list items; notifies director on
completion of work; monitors contracts.
• Coordinates with architects and responsible contractors to ensure proper completion of warranty work; resolves problems as necessary.
• Provides a variety of research and recommendations as requested; prepares cost estimates and other analyses as requested.
• Coordinate training with various district departments for newly integrated technology system installed during construction. Such systems include fire alarm, intrusion, network
infrastructure, HVAC, irrigation, and intercom,
• Ensures that all close-out documentation including maintenance manuals, warranties, as-built drawings, and certifications are submitted prior to project close-out.
• Assists in selection process of consultants, architects, engineers, design teams, contractors, and other professional service providers.
• Performs similar, related duties as assigned.
